Fourty four of 50 states participated in the Center for Digital Education (CDE) survey of education officials that evaluates the state policy regarding online learning.

The rankings shown in the Online Learning Policy Survey: A Survey of the States report reflect the vision, policies and strategies that states have deployed around online learning in an effort to transform their academic environment and meet the needs of students. Certain characteristics having a greater impact on statewide leadership and education (such as states with state-led online programs and/or significant policy directives) play a more significant role in the rankings than others.

The report ranks policies enacted by states to create favorable online learning environments and successful initiatives.
