The objective of this program is to provide grants to institutions of higher education (IHEs) for pilot programs that expand the services of bookstores to provide the option for students to rent course materials in order to achieve savings for students. For FY 2010, this program has an absolute priority. This priority is: Applications to support pilot programs that expand the services of bookstores to provide the option for students to rent course materials in order to achieve savings for students. The projects supported by this program may include, but are not limited to, activities that: (1) Acquire course materials that the entity will make available by rent to students; (2) develop or acquire equipment or software necessary for the conduct of a rental program; (3) hire staff needed for the conduct of a rental program, with priority given to hiring enrolled undergraduate students; (4) build or acquire extra storage space dedicated to course materials for rent; (5) place a priority on higher cost and introductory level classes; and (6) focus on students with the greatest financial need.
