The C. E. and S. Foundation, Inc. identifies, funds, and nurtures projects and organizations in the fields of higher education, international cooperation, improvements to the urban environment, and emergency disaster relief that meaningfully enhance the living conditions or prospects of identifiable people. The Foundation is also dedicated to fostering philanthropic spirit and nonprofit management expertise. The Foundation was formed in 1984 as a private, non-operating family foundation. It is managed by a single director (non-family), an Investment Committee, and a Grants Committee. Located in Louisville, Kentucky, the Foundation has assets in the range of $40 million. The Foundation is interested in supporting projects that improve people's lives. Preference is given to those programs that have developed methods for measuring success. The Foundation's priority areas are: (1) Education: The Foundation welcomes consultation with representatives of institutions seeking to explore innovation in interdisciplinary curricula, and in the teaching and learning of foreign languages. In addition, the Foundation considers proposals from non-traditional centers of learning, such as the Asia Institute, Inc., which provides educational programs on Asian culture, history, commerce, and politics to the Louisville community. (2) International Cooperation: The Foundation supports programs that enable citizens of other countries to gain the education or specialized training needed to help their countries develop, or that meaningfully expose Americans to other societies and cultures. (3) Urban Environmental Improvement: The Foundation supports projects that improve living conditions and/or enhance the lives of people in their communities. Urban parks, recreation facilities, and pilot projects in low-income housing are examples of the types of projects supported. The majority of grants made in this area focus on Louisville, Kentucky, the Foundation's home. Organizations serving other urban areas should seek the counsel of Foundation staff before submitting formal proposals. (4) Emergency Disaster Relief: The Foundation supports organizations that provide emergency disaster relief both nationally and internationally. (5) Foundation-Initiated Grants: The Foundation, from time to time, supports special projects with partner organizations that serve areas of inquiry or missions outside those listed above. Grants to such projects tend to be initiated by the Foundation, rather than granted in response to proposals. The Foundation will give priority to organizations and programs that: (1) have demonstrated effectiveness, proven management, clear plans and a high level of competence; (2) are committed to measuring outcomes and examining the lasting impact of their efforts; (3) have strong levels of funding from other donors; and (4) offer unique, highly innovative solutions to recognized social problems.
History of Funds:
Since its formation, the Foundation and its founders have distributed grants totaling approximately $55 million. In 2004, the Foundation approved almost $2.2 million in grant awards. In 2004, Education grants totaled $730,500 (33%) International Cooperation grants totaled $150,000 (7%); Urban Environment grants totaled $507,951 (23%); Disaster Relief and Prevention grants totaled $180,000 (8%); and Foundation-Initiated grants totaled $627,610 (29%).
